Since the reform and opening-up,the Communist Party of China has always regarded the peasants,agriculture,and rural issues as fundamental issues concerning the national economy and people's livelihood and major strategic issues in the country's economic and social development.Solving the "three rural issues" has always been the top priority of the party's work.On October 18,2017,"Village Revitalization" Strategy was first proposed in the report of the 19 th National Congress,which once again promoted the peasants,agriculture,and rural development to a strategic height concerned by the whole party and the whole people.As a developing country with a population close to 1.4 billion,although the scale of development of the national economy embodied in GDP has leapt to the second place in the world,it still has to face the main contradiction between "the growing needs of the people's better life and the uneven development".The development problems of agriculture and rural economy are still quite serious.The development solidification of traditional agricultural in the western minority areas are most serious in China.The phenomenon of excessive pursuit of industrial output value and neglect of agricultural development is widespread.Grasping the characteristics of regional,national,traditional,closed and inefficient nature of agricultural development in the western minority areas,calmly analyzing the realistic dilemma of agricultural development in terms of location,system,industry,human capital and capital investment in the western minority areas,and systematically studying the transformation of traditional agriculture and the strategic path of modern agricultural development has significant theoretical and strategic meaning in effectively facilitating economic aggregation and sociocultural development in western ethnic minority areas,narrowing the gap with the central and eastern areas in economic growth.In the meantime,it also boosts to build a prosperous society in all respects and achieve The Two Centenary Goals.Guided by the traditional agricultural transformation thoughts,we comprehensively apply the stage theory of agricultural development,the theory of complementarity of agricultural resources,the theory of agricultural scale economy and agricultural industrialization with traditional agricultural transformation as the research theme and the western ethnic areas as the research object.This paper attempts to analyze the status quo and basic characteristics of traditional agriculture development in eight provinces and autonomous regions in western China,analyze the dilemma of traditional agricultural development in the eight provinces and autonomous regions of the western region,and trace back to the source to carry out the construction of the traditional agricultural transformation strategy system in the western minority regions.Finally putting forward research ideas including strategic framework,institutional design and strategic approach.Therefore,providing certain policy guidelines for the transformation of traditional agriculture in various organizations and subjects in the western minority regions.The basic conclusions of this paper are as follows:(1)The development of traditional agriculture in the western minority areas is slow.The contribution rate of agricultural economic growth in western minority regions is slightly higher than the national average,the development of traditional agriculture in the western minority areas still shows a slow trend of agricultural production structure,low level of agricultural production,insufficient agricultural innovation capacity,lack of modern agricultural concepts,and lagging agricultural management,due to the unique regional,national,traditional,closed and inefficient characteristics of agricultural development.(2)The development of traditional agriculture in the western minority areas is very difficult.After analysing the status quo of traditional agricultural development,we found there are constraints on the location,system,industry,human capital,capital investment and other aspects after the slow development.The ever-changing geological features,natural disasters that are prone to occur,and the locational conditions of the marginal distribution reflect the disadvantages of traditional agricultural development.(3)Constructing the framework of traditional agricultural transformation in the western minority areas.The transformation of traditional agriculture in the western minority areas should be based on the strategy of developing the western region,the "One Belt and One Road" initiative,the strategy of poverty alleviation,the strategy of rural revitalization.In the mean time,taking the prosperous industry,talent return,rural civilization,ecological livability,and effective organization as strategic objectives.And focusing on exploring the strategic model of traditional agricultural transformation strategy,which is dominated by characteristic agriculture,water conservation in river basins,leading enterprises,technical innovation support,and human investment.(4)Innovating institutional arrangements for traditional agricultural transformation in ethnic areas.This paper analyzes the institutional problems faced by traditional agricultural development in the western minority areas,and finally forms a characteristic institutional arrangement of traditional agriculture in the western minority areas,which is based on the exploration of the land system and the reform of the household registration system,with the focus on the innovation education and training system and the strengthening of the social security system.(5)Making clear the strategic path for the transformation of traditional agriculture in ethnic minority areas.Through in-depth analysis of the basic situation and main dilemmas of traditional agricultural development in the western minority areas,the five strategic nodes of improving the infrastructure of the western minority areas,increasing human investment,promoting scientific and technological progress,cultivating leading enterprises,and improving the micro-organizations will be carried out to define specific strategic paths,which is based on innovating the traditional institutional arrangements for the transformation of traditional agricultural areas.
