New Urbanization Development And Policy Recommendations In Xinjiang Minority Areas Based On SWOT Perspective

Urbanization is the objective trend of the development a nation in its process of economic development, social progression, cultural prospect and environment protection. Since the implementation of western development strategy, urbanization strategy has become the key point in minority areas. In view of the unique characteristics of minority group, China has enhanced its support for the policy tilt towards the different stages and levels of economic and social development of minority areas. Analyzing the main characteristics and internal as well as external environment of minority areas multi-dimensionally will not only promote the scientific development of urbanization but also reduce the gap between western and eastern areas. XinJiang minority areas locate in the northern west of China and the regional ecological barriers as well as energy supply play an important role in the whole country. It vastness, low density of population, large gap between regions and distinct regional characteristics has resulted in the low urbanization level of XinJiang minority areas and the increasingly large gap between regions. In a new developmental stage, the construction of XinJiang minority areas is facing new challenges. In order to realize the overall development of all regions and long-terms stability of the society, the development of new urbanization should be paid more attention. As a result, the distinct regional conditions of XinJiang, the historical tasks of development and the current developmental opportunity have strengthened the confidence of XinJiang to take the distinct urbanization method.Firstly, the paper gives an analysis of the connotation of urbanization and new urbanization and explains the relevant theoretical basis of new urbanization in a systematical manner. In addition, typical urbanization experience of America, Germany and Japan as well as the developmental experiences of pearl river delta, which focuses on attracting foreign capital, Daqing, which exploit resources predominantly and Zhangjiajie, which takes tourism as the central point are borrowed; secondly, historical stages of the development of XinJiang province are summarized to analyze the current situation of economic and social development, infrastructure construction, industry structure and the relation between cities and towns in the urbanization process; thirdly, special points of the average difference, double administrative divisions and other two points in the new urbanization process of XinJiang minority areas are summarized and the advantages and disadvantages as well as challenges and opportunities of new urbanization in XinJiang are discussed.through SWOT qualitative method in management; finally, basic ideas, which focuses on people-oriented and practically suitable urbanization and some relevant suggestions on the new urbanization are provided.
