China's National Innovation System Organized Path Analysis

Since reform and opening up to the outside world, the economy of our country has gotten the advance that makes people all around of world be shocked, China's GDP has reached 18.23 trillion Yuan in 2005 from 362.41 billion in 1978. But the step of the technical advance of our country is relatively slow, when "made in China" is increasingly grand, "created in China" is very lack. Obviously, technology has become the major bottleneck of economic development, it also has obstructed change of the pattern of economic growth from extensive type to intensive one. Our country cherished good wish to establish and carry out the strategy of "with market change technology", but it has been smashed completely by reality. Experience tell us, in the crucial field that concerns the safety of the country and lifeline of national economy, core technology and key technology can not be bought form developed countries. So, in this kind of condition, what we should do? In 2005, the Eleventh Five-Year Plan was passed, it first claims that our capacity for independent innovation should be increased, and the construction of innovative nation should be taken as a national strategy, this clearly points out the develop direction of our country.National innovation system is a organic network composed by innovation parts, their innovation and the interacts by each other can decide the creation, propagation of national knowledge and the economic performance. Apparently, the construction of national innovation system is crucial to the construction of innovative country. This paper will introduce the theory of self-organization and organization into national innovation system research, and carry out a comparative approach for national innovation system.In the introduction of the paper, three issues are recommended: 1) on the foundation of analysis economic development of our country, pointing out the exigency and necessity of national innovation system; 2) summarizing the progress for the studying about national innovation system, including domestic and international literatures; 3) pointing out the possible innovation of this paper.In the second part, the organization path of national innovation system is studied. First, pointing out that the construction of the national innovation system of our country have been more organized, due to the reason of history and reality; Then, analyzing organize the advantages and disadvantages about the influence of national innovation system which is organized.In the third part, the self-organization path of national innovation system is studied.
