As it is getting very competitive in dairy food industry, a lot of medium and small-sized enterprises which produce liquid milk are embarking on technical innovation and extension in scale. In this paper, theories and methods of improvement project of such medium and small-sized dairy food enterprises are investigated. The research work, which is set in the extension project of Wuxi Weigang dairy food corporation,Ltd. can be a reference to other factories of the same type and be helpful to upgrade the level of improvement project of medium and small-sized dairy food enterprises.This paper comes into five parts:1: Engineering economy system analysis is used to assess the present situation and future of dairy food inustry both in China and abroad, the necesity of technical innovation and the opportunity for developing being illuminated.2: Through the analysis of the open question and vantage of Wuxi Weigang dairy food co. Ltd., the frame and overall plan of technical reform are set up.3: The circumstance of the dairy food corporation is analyzed and assessed by the use of IE comprehensive evaluation.4: The design philosophy of a food factory is applied to the detail design of the extension project of the production system of the dairy food corporation.5: A reasonable lay-out plan of the extension project is drawn, SLP lay-out design method being used.To sum up, engineering economy system analysis and some design principles are employed in the analysis, evaluation and design of a specified project. It is testified by practice that the design and plan given by this paper are workable and practical.
