After the country's entry into the 21 century, the number of Adv. Company has greatly increased in China. The industry demands more talent, but the growth of demanding is faster than providing. The phenomenon of undermining the talent in each company is grave. The performance of Adv. Company has deteriorated due to the difficult of gaining and holding appropriate talented person As privately operated enterprise's, A Corporation faces with not only advertisement profession talented person crisis, but also human resources management deficient which is privately operated enterprise's common failing. This causes the crisis prominently to become the bottleneck which seriously hinders the A corporate growth. How to solve this problem already to be imminent. The strategic target of enterprise human resources is unceasingly increases the human capital of the enterprise and one of its important methods is training. As the first step of training, training needs analysis plays a fundamental & guiding role in the whole training process, deciding directly the effectiveness of training. When most enterprises are turning to employee training in their hr development plans, the theory, method, reason have become the indispensable repertories for hr.In this article, from the training demand analysis angle, A Corporation has studied to be allowed to adopt the method and the way which enhances the core competitive ability. Taked the modern human resources theory as the instruction, the training demand analysis model which is based on the quality model has been proposed. At First, A Corporation's the enterprise strategy and the goals are obtained through the SWOT strategy analysis. By using behavior event interview law, Delphi method and the level analytic method, the A Corporation general competency model is constructed, at same time, the quality important items of which respective level and weight are determined are reclassified and defined. Then taked this as a foundation, the competecy question of the staff troop is analyzed. Subsequently, Unified the analysis to the staff performance difference, training needs analysis has been consmmated which conforms to the long term strategic development needs, in order to formulate the training plan to provide the science reasonable basis.This article's research results solved the talented person crisis regarding the advertisement enterprise to provide an item of the easy to go, handled, usable strong important way and method. Simultaneously, it is the certain model significance for establishing the science reasonable training system regarding the privately operated enterprise.
