When it is extensively recognized that the entrepreneur's essential characteristic is "sustained innovation and leading transformation" nowadays, the systematical, stable and long-term development strategy that the entrepreneurs pursue is now encountered with such obstacles as the ever-changing technology, value viewpoint, consumption action and policy. The growing maturity of the consumers is making the market competition rules difficult to grasp, and the changes of the rules is leading to the increasingly serious threat to the enterprise's sustained development; technology is developing to be everything's core, while its complexity is becoming the source of the risk; internet is changing the enterprise as it does to all the other circles, and it is no longer a simple technological tool or a new exchange model, but a new existence pattern and an economic form, influencing the social value viewpoint and the enterprise's operation; the instability of the enterprise's policy and system environment increases; the employees' action have been possessing more economic sense and becoming shortened, the traditional encouragement system of salary with bonus can't satisfy the employees any more, and in stead, they expect more attention, more sense of attachment, more consciousness of success, more development opportunities, more harmonious interpersonal relationship, less supervision and command with higher expectation towards the enterprise's training for them and their career development.Thus the professional management by project to deal with the one-off and creative activities in the environment is becoming increasingly popular. Management By Project is to transform the one-off, unique and non-repetitive tasks without standard implementation documentation into projects. After the project team finishes its special mission, it'll be immediately disbanded, and the team members will return to their respective department. Therefore, on one hand, the enterprise needs to operate the repetitive work in traditional ways, and on the other hand, it should support and manage a great number of new projects. The pressure from the dramatic changes, which cannot be faced by the original onefold hierarchical structure, may be promptly and systematically answered by project.The research object of this paper is Tianjin Tasly Pharmaceutical Co. Ltd. When its traditional pyramid organizational structure is answering the ever-changing outside environment, the chain of command has been over-lengthened with a decline in the capability of innovation, weak consciousness of cooperation in the employees, aphenomenon that departments began to shuffle responsibilities off onto one another and the incapability of making prompt response to the market requirements. In particular, the new medicines came into the market too slowly, the R&D cycle took too long time, and the coordination cost inside the corporation cost too much, all of which was the obstacle to the enterprise's rapid development. The corporation urgently needed to transform the organizational structure and management model into more flexible and more innovative ones which may deal with one-off activities more flexibly. Therefore, Tasly began its process of Management By Project in 2001. They expected to elevate management efficiency, stimulate the employees' enthusiasm and innovative capability, and to improve their satisfaction and professional dedication by means of management by project.The main purpose of this paper is to make a research on whether the expected influences on the staff have been achieved after four-year management by project in Tasly, which is based on the report of the survey among the corporation's administrators'. There have been 8 dimensions involved in the survey report. This paper emphasizes such dimensions as the employees' satisfaction, their professional devotion, their loyalty and their attitudes towards the enterprise's implementation of management by project. These 8 dimensions refer to the relationship between ranks, consciousness of teamwork, consciousness of innovation, attention on the staff, sense of responsibility, sense of attachment, evaluation for the system and the attitude towards management by project.
