In Tianjin new coastal area, government investment takes an important role in the region investing system. To some extent, the investing system in the new coastal area is exactly the capital moving process, which is centering on government investment. But tradition system effect becomes deeply ingrained, a lot of large and medium-sized state-owned enterprises, which are affected by the traditional system, exist in the area, and there also lies the operation ways of undertaking superabundance and non-separating government function from assets and enterprise management, in this case, without effective supervision mechanism, this led to lowing the investment benefit in Tianjin new coastal area, even the running off the state owned assets.So, accompanied with the financial reform and innovation in Tianjin new coastal area, it is very important to reinforce the management of government investment and to base supervision mechanism of government investment in the process of investment system reform. It is also important sense to prevent the government investment from running off and play a demonstration role as the test zone of coordinated reform in china.To be this, the dissertation analyzed government investment and management mechanism on base of Strategy orientation, and optimized the management system in new coastal area using the successful managerial experience by the home and abroad government. Then, the dissertation built up supervision mechanism from microcosmic and macroscopic points. Looking forward to cutting down the agency cost existing in the management system and acquiring the aim of improving benefit of government investment.
