More than 20 years of reforming and opening up, China's small and medium-sized enterprises rapidly rise, regardless of the number or scale occupy a large proportion, therefore, supporting the development of SMEs has special significance. Developing SMEs not only need a nicer macroeconomic environment, even more need SMEs to strengthen their own management. Although the Chinese government has created a lot of favorable conditions in policies and regulations for the development of SMEs. However, owing to their management problems, many SMEs exist hardly. Looking on this question from their own, of course, many factors caused their plight, but how to attract talent and bestir talent has become the key of SMEs to survival and develop. This article just takes the level as the theme of research, analysis how to stimulate positivity of SMEs'staff from the perspective of the pay, makes full use of their intellectual and ability, then promotes the sustained growth and innovation of enterprises. Around this theme, the article is researched and wrote through combining with theoretical research and empirical analysis .The specific content: First, discussing the background of the research, content and method of writing for this paper to provide effective guidance; Second, bringing forward the characteristics and functions on the base of the definition of SMEs, and according to the current development of China's small and medium-sized enterprises educe that small and medium-sized enterprises did not come to play their rightful role, then looking for reasons to explain the deficiencies in their own management, and bringing forward method of utilizing pay to motivate staff. Third, explaining the pay had not played rightful incentive effect through analyzing status quo of the pay Management of small and medium-sized enterprises, Then validating the incentive effect of the pay from the Porter - Lawler comprehensive incentive model. and discussing system course of the incentive pay on the base of the theory of incentive pay.Then, analyzing the mostly existent problems in the incentive pay on the base of the investigation for a number of SMEs in Tianjin, and bringing forward the corresponding answer measures from incentive pay system, incentive pay modeh the salary structure, performance appraisal system, etc. Finally, through the analytic results of the current pay system in YG company and the survey for the pay satisfaction, moreover, according to the definite guidance program to put forward a new pay distribution system, and put up the associated quantitative analysis for the effects of incentive pay.
