The paper mainly deals with the problems on Performance Management in the state-owned enterprises. It is pointed out that KPI is a realistic way for state-owned enterprises to achieve the function about Performance Management. It is established a model of Performance Management based on KPI.The paper advanced a Performance Management system based on the performance management problems and character of state-owned enterprises as well as the KPI theories. It is built on the BSC thinking, guided by financial objectives, based on internal operational objectives, improved by customer target, propelled by learning and growth objectives. It could enhance the management level of the company from the perspective of the management objectives, and formed a Human Resources Management mechanism that based on ability.This paper is divided into six chapters. Chapter 1 is introduced the development of Performance Management at homeland and abroad as well as explored the problems of Performance Management in state-owned enterprises. This is the basis of the study. Chapter 2 is explained Performance Management methods and told the KPI idea of the author, as well as its understanding. It is the base of the third chapter. Chapter 3 is the key to the study. It is studied the steps of how to develop the model of Performance Management. The author has taken the BSC ideas to the model. The model included nine steps, from the basic work of KPI, KPI of all levels, the choice of KPI, are all detailed study and analysis. Chapter 4 is a continuation of the third chapter. It told that what to do before the model applied to state-owned enterprises. Chapter 5 is a case. The model is applied to a state-owned enterprise. Chapter VI is the conclusion of the paper.The innovation points of the paper as follows:The first one is that the model is based on enterprise strategy.It has absorbed the ideas of BSC and used it to land the enterprise strategy, so that the KPI can make attention from the work results to results as well as work process.Another one, the author has assimilated the ideas both at home and abroad. It has given the way how to get the KPI, and how to screen KPI.The author went on analyzing qualitatively and quantitatively based on material and actual conditions of enterprise. The paper used charts to explain the ideas, revealed internal logic relations, drawn into this Performance Management mode. Finally the model has been applied to cases and amended.
