As the process of economic globalization is accelerating and information technology is developing rapidly, all enterprises are faced with an uncertain environment full of changes. Whether an enterprise could achieve a sustainable development and establish its own competitive advantages mainly lies on its capability of strategic management, which is embodied in layer-by-layer distribution and transmission of the strategic performance objectives of the enterprise. Therefore, how to set up a sound strategic performance management system, how to utilize information technology effectively to facilitate the process of enterprise strategy management, and to carry out the strategic objectives in the daily performance management by means of management tools when facing a changing internal and external business environment, has been a problem to be solved in a preeminent strategic human resource management system.The core object of human resource management is to support the development of enterprise strategy. Therefore, the objectives of the thesis are, based on the performance management optimization launched currently in BLT Fuzhou Company, to theoretically analyze how BLT Fuzhou Company boosts the strategy implementation with the help of strategic performance management system, to probe into the key success factors in strategic performance management system, and to discuss about the application extension and continuous improvement with the integration of information technology and advanced human resource management philosophy and methods to present positive suggestions on implementing strategic human resource management and enhancing the competitiveness.In the first place, the thesis makes an introduction on the development and evolution process of human resource management research, the definition and significance of strategic performance management. Secondly, the thesis also introduces the present situation and existing problems in BLT Fuzhou Company performance management, and further analyzes the background of the performance management optimization. Then the thesis introduces the solution design of the strategic performance management system as a key point, and elaborates the process improvement of the performance management as well as the application of the comprehensive performance appraisal, on the basis of which the thesis also analyzes the supporting measures for implementation of performance management optimization in BLT Fuzhou Company.The author has a15-year working experience in human resource management and, as the HR manager of BLT Fuzhou Company, participates in the whole transition from paper-based performance management to an automatic process of management. The research combines the theory with practice to analyze how the strategic performance management applies the great motivation brought by goal congruence to enterprise operation, to state the benefits/advantages brought by performance management automation, and to discuss the feasible solutions for implementing the continuous improvement.
