"three Rural Issues" In The Modern New Kunming, South City Construction Solution

The " Three agricultural " problems are problems related to the macroeconomic and social stability, they are becoming the most important economic, political, and social problems that China must face to and find effective ways to resolve. After the Reform and Open policy, our government has announced eight important files in order to solve "Three agricultural" problems, so how to resolve this problem has become an essential issue also. Today, our country is in the process of industrialization and urbanization, industrialization and urbanization is the essential way to solve the problem of agriculture, village, and peasants turning to non-agriculture, city community, and citizens. However, it has been proved that industrialization and urbanization which are under the free market economy can not resolve the "Three agricultural "problems automatically, the cases of "villages in city" and "the peasants who lost their lands" which was appearing during the process of industrialization and urbanization these 30 years in China are examples . As a result , the research on the " Three agricultural " problems in urbanization does not only have theatrical values , but also have important practical meanings.This paper has made a research on the basis of the project of Modern South-city planning in Kunming , chose south-city in Kunming to be the case for analyzing, did a lot of survey and material collecting, and made some primitive research on the resolution of the "Three agricultural" problems in the process of urbanization. The given suggestions could be the referee for government and theatrical basis for solving the "Three agricultural" problems.There are six parts in this paper:The first part is about the evidence, meaning, content, measures, and design of the research, the creative point of this paper, and the information related to this issue in China and overseas.The second part is about the south-city in Kunming, and finds problems about the "Three agricultural " problems during the modern south-city construction in Kunming.The third part finds some system problems.The forth part gives some examples of other countries about how to resolve the "Three agricultural" problems.The fifth part proposes the overall conception of solving the "Three agricultural" problems in the process of the modern south-city construction in Kunming.The sixth part proposes the countermeasure.The paper belongs to a content part of "the modern south-city plan and research in Kunming " that my teacher holes.
