The World's Major Oil-importing Country's Strategic Oil Research

Oil consumption of china growing fast with the fast expanding of China's economy. Since china has become a net oil import country in 1993,the foreign-dependent rate keeps growing. And in 2006,we imported 163 million tons of oil, the foreign-dependent rate was 47%. According to IEA, if china's economy keeps a 7% growth rate in the next 10-20 years, the foreign-dependent rate will be 60% in the year 2010, which is about the same as that of America in 1973; and will goes to the peak of 80% in 2030 when will import 300 million tons a year.Developed countries learned a lot from the 1970's oil crisis, which brought great losses to the whole country economy. They highlighted oil strategy as nation strategy concerns to nation security. Compared with developed countries, china's oil strategy lag at least 10-20 years as we lack complicated legal system, strategic oil storage system, independent supervise system, matured oil finance and market system. As the second largest oil consuming country, it is of great importance for china to make a complicated research on its oil strategy which will ensure a sustainable development of china's economy.On the background of globalization and governed-trade-liberalization, the shock of high oil price show us how our economy integrated into the world economy. By researching the history of world oil industry, extracting the experiences of developed countries in dealing with oil problems, we will do better in forming our oil strategy and solving the problem of how to balance economic development and oil shortage-bottleneck.The paper applies the method combined with the qualitative and quantitative analysis. By comparing the oil strategy and their policies of developed countries like America, Europe and Japan, the paper gives some suggestions to china on how to establish our own oil strategy.China has a high foreign-dependent-rate of oil, it may faces danger when oilcrisis occur or the world situation becomes out of control. So it is imperative to learn from developed countries and establish our own comprehensive oil strategy. So china should definitude its goal of oil strategy. Oil is more than a simple concept of market, price and trade. It concerns to a series of economical, political, diplomacy and martial strategic issues. On the background of the economic globalization, under the request of building the well-to-do society, it is inevitable to choose the strategy of high dependence on the overseas petroleum supply. The main goal of our oil strategy should be to keep a stable oil price and oil supply, avoiding the impact to economy by oil price hike. Measures include strategic oil storage, depress oil needs, diversify oil supply, and developing organic new form of energies.
