The ground subsidence and surface collapse are common geological hazards which are caused by human's activity in the mining area. That includes surface subsidence, landslides, collapse with leak of surface water and shallow groundwater. The major cause for surface deformation is a wide range of mined-out space underground caused by coal mining. With the development of coal production and mining have been expanding, increasing mined-out space underground, gob collapses in the increasingly severe and frequent, so a lot of building deformation, collapse, road collapses, destroying farmland, wells dry up or scrapped, scenic spots destruction, and cause huge losses to the mine life and property and public property. It is very important to know well the changing situation of ground surface for analyzing and predicting the change trends of ground subsidence, helping for adjusting the way of exploitation and planning of land use in the mining area, and reducing the hazards of surface deformation.At present the majority of field data collection system is not updated in real time functionality and integration with the desktop GIS, this paper introduces the mobile GIS technology into the mine field data collection system, integrated use of geographic information systems, PDA, wireless networks and the differential position technologies to Field data collection system, using relational databases and spatial database to manage the field data. And it improves data accuracy and collection efficiency by using SBAS and CORS. The System using Web services and map services to access and update data. It can get the coordinates of surface features, attribute data and photographs and other information, and these data uploaded to the server. The mobile system meets the needs of desktop GIS system. All data can be used directly on the desktop GIS systems. Data collected by traditional method can not be directly used in geographic information systems, and it is not convenient for management. With mobile GIS technology, it will significantly improve data collection and storage efficiency, in favor of a unified and integrated management of spatial data. The main contents of the paper as follows: 1 Studied and analyzed the current status of domestic and international mobile GIS, and discussed the mobile GIS, differential positioning technology, Web services and map services and other theories and technologies.2 Lucubrate and analyst the system requirements, and made a further study to determine the design of the system, and complete the system design, structural design, functional design and database design.3 Coordinate transformation and the method of updating field data collection through Web services and map services are to the attribute data and spatial data updates.4 Design a new program of data collection processes, comprehensive data collection, updating, management and applications, and the solution applied to the mine surface deformation field data collection system to fulfill the actual questions.
