Research Of Performance Assessment Of Metal And Non-metal Mining Safety Management

Using a combination of theory and practical way, the paper discusses the methods of safety management performance assessment, covers both safety science and management science knowledge, and researches and demonstrates the safety management performance assessment methods of mines involved to the Grading Policy for Metal and Nonmetal Mines Safety Standardization. The main contents and results obtained are as follows.(1)Deeply analyzes the creating steps and the operation modes, ect, of metal and nonmetal mine safety standardization system, that is preparation-initial state risk assessment-documents planning implementation and operation-monitoring and evaluation improvement and enhancement.(2)Discusses the concepts of performance and safety performance, analyzes the significance and necessity for mining enterprises to carry out safety performance assessment, and then presents the safety performance assessment methods according to the features of mining enterprises.(3)Learning from the advanced international experience in assessment and audit, uses the 14 elements and its sub-elements of mining safety standardization as evaluation indicators, applies analytic hierarchy process to determine the weight of each index. It is concluded that there were 7 elements—the organizational guarantee for work safety, safety laws and regulations and other requirements, risk management, safety education and training, production workmanship system safety management, equipments and facilities safety management, job site safety management, having greater impact on the level of mine safety management among the 14 elements, and they were very important for safety performance assessment.(4) Based on the great amount of practical field experience of safety standardization construction projects, studies the problems existing in the Grading Policy, such as inexistent evaluation contents, overlapping content, poor operation, unclear scoring method and complicated assessment procedure. It is found that some contents increased the difficulties for enterprises to obtain the safety standardization level certificates, and were not conductive to the enterprises safety management.(5) Taking Yunfu pyrite as an example, conducts enterprises empirical demonstration, carries out internal performance assessment of safety standardization management system of mining enterprises. The result reflects the importance of the seven elements we concerned in performance assessment.(6) Based on the results of enterprise performance assessment, analyzes the safety management problems of mines, and proposes some optimizational and improving measures in order to enhance the level of mines safety management, such as supplementing the documents, perfecting the safety equipments and facilities and improving the production process, etc.
