To implement the "State Council on the implementation of scientific development and strengthening environmental protection decision" and "the State Council on promoting the development and opening of Binhai New Area, the views of the relevant issues" on the "urban sewage treatment plant effluent to meet the national" pollution of urban sewage treatment plant emission standard "(GB18918-2002) an emission standard.",Tianjin has adjusted the corporate limits of the effluent standards.According to the requirements of the Tianjin municipal government , the original sewage treatment system of TJNJ port need to carry out a technological transformation to meet the new standard for sewage discharge.At first,this paper has made a depth investigation and analysis of the original oil wastewater treatment system of the TJNJ port,and get the the main problems that exsit on the rode of the original oil wastewater treatment system of the TJNJ port to reach a new effluent discharge standards;second, based on the analysis of the progress and development trends of the oily wastewater treatment processes and technologies, we propose two programs to transform the original oil wastewater,one is called Physico-chemical treatment systems-Fenton oxidation treatment program(program 1),the other is called Biological treatment system– membrane bioreactor(MBR)program(program 2); third,make a comparison of two transformation projects with the sum of evaluation of the Technical and economic indicators,and aslo make a financial evaluation and National economy evaluation for optimizing the transformation project.The practice results of the transformation project turns out that the Oily Wastewater Treatment System Improvement Project of TJNJ Port has achieved good economic and environmental benefits,wastewater emission indicators have meet and even exceed the new emission standards.
