The Efficiency Evaluation And Application Of China's Regional Eco-Economic System

At present, with the contradiction between economic development and environment resources becoming increasingly serious, human's existence and development must be taken a sustainable development path of the resources, environment and economic, while the evaluation of regional eco-economic system is the basis and key for the implement of the sustainable development strategy. Although the two indicators of "Unit GDP Energy Consumption" and "Discharge of Major Pollutants," have been incorporated into the performance of the examination, there is a lack of overall consideration of economy, resources and the environment. Thus a scientific quantitative evaluation of regional eco-economic system development and efficiency is very urgent.Eco-efficiency is a quantitative description of the interaction between the environmental system and the economic system. For present research results, the ratio of GDP and the ecological footprint is generally used to represent the eco-efficiency. However, the indicator does not take into account the impact of the loss of ecological damage to the environment and ecological footprint accounts fail to consider the consumption of fresh water resources, resulting in higher eco-efficiency. In this paper, the evaluation model of regional eco-efficiency has been improved according to the theory and methods. According to the EF theory, the EF of regional water resources is supplemented. According to the theory of Green GDP, the accounting method for the loss of environmental pollution is gained. According to carbon emissions theory and policy, regional excessive carbon emissions'impact on the economic value of ecological environment is accounted. Therefore the eco-efficiency accounting method is improved.The improved eco-efficiency evaluation model is applied to the efficiency evaluation of eco-economic development in Hebei province and Beijing and is compared and analyzed with the original model. The according result is more realistic. Lastly, according to the eco-efficiency evaluation results, policy recommendations for regional eco-economic development are put forwarded.This paper takes the regional level as the research object. The efficiency evaluation method of regional ecological and economic system is studied and improved, becoming more practical and operational, thus can be employed for the evaluation and comparison of inter-regional eco-efficiency, providing a new basis for the regional sustainable development policies.
