The accident of shipping oil spilling apeared again and again that did serious harm to sea entironment, as the coastal countries of the whole world pay attention to develop and exploit the sea for the pressure of population expanding, resouce lacking and environment deteriorati ng.Thus, the prevention and solution of shipping oil spilling arouse the widespread attention o f the international community and unite organization. With the economic developing, the requ irement of energy is increasing for our country. Dalian Xin'gang is the transport pivot of oil a rfd liquid chemical product which has the best deep water front resource in the northeast in Ch ina. It has the advanced transport inland which is one of the main coastal pivotand the largest comprehensive harbor. Therefore, studying the impact factors of oil spill in DalianXin'gang is very crucial to the pollution prevention and emergency treatment.Based on the related field of research, this paper which set in the "7.16" major incident of maritime oil spilling in Dalian Xin'gang, has designed a more perfect index system of risk assessment of shipping oil spilling for system analysis after surveying all kinds of information of port, historical statistical data and research of specialists. And the paper combined the analytic hierarchy process with the fuzzy comprehensive evaluation method which is proved to be fit for the actual state of Dalian new port. The paper also put forward relevant system of emergency reaction and precautions and thereby provided environmental department with scientific basis of maritime management, which was illustrated as follows:(1) In this paper, the author proposed a three level index system systematically, in which the assessment criteria level formed a stereo system including five major factors:natural condition, oil tanker, port condition, management level and the staff. We integrate the reasonable arrangement of port into the assessment of oil spilling emergency ability and made the index system optimized for the first time. We made an assessment on the level of Dalian Xin'gang's oil spilling emergency ability using our index system. Finally, we brought forward proper suggestions which would do benefit to risk preventing and safety management. (2) Here in, we proposed the application of the risk control and management in the whole process, from port's architecture and process design to the minimization of the harmful effects after oil spilling emergency especially the quality control and management practice in the crudehandling system. We Introduced the HSE management concept into counter measure of pipeline oil spilling accident and defined the emergency response procedures after ship oil spilling. This paper provided suggestions of safety management and measures on how to enhance port oil spilling emergency ability and it could help maritime department make fast and accurate emergency response decisions.
