The overall planning-environmental impact, which is characterized by wide range, longtime span, complex and multitudinous, in coal-mining areas is decided by the policy and theplanning level. That is why the planning Environmental Impact Assessment of the coalmining areas can not be simply applied to the index system and evaluation method of ProjectEnvironment Impact Assessment. It is necessary to actively explore the index system andmethod for comprehensive assessment on the overal planning-environmental impact incoal-mining areas.In this paper, firstly, we identified the potential environmental impact of coal mine areasplanning implementation, and analyzied the existing indexes on the basis of selected indexes.Secondly, we established the index system of the coal mine planning environmental impactassessment by DPSIR model, used the Analytical Hierarchy Process to identify indexes anddivided evaluation index rating according to some relevant standards and information. Themethod namely Fuzzy Comprehensive Evaluation was adopted to comprehensively evaluatethe overall planning-environmental impact.In this paper, the established coal mine planning-environmental impact assessmentindex system inclued target layer, criterion layer, factor layer and index layer. Target layerconsisted of three subsystems entitled the socio-economic, energy resources and ecologicalenvironment, repectively. Socio-economic system included social development, economicdevelopment and resource environmental costs. Resource energy system includes theallocation of resources and energy efficiency, resource consumption, recycling andcomprehensive utilization of resources, carrying capacity of resources. Ecologicalenvironmental systems included pollution control, ecological protection and restoration,environmental management requirements. Index layer consisted of36indexes, including relocation of residents, utilization of land resource, etc. Mine planning-environmental impactassessment results were divided into three levels namely good, normal and poor, anddetermined the standard value of the evaluation. Then we established a complete coal mineplanning assessment index system. Compared with the guide rule of thePlanning-Environmental Impact Assessment in coal mining areas, this index increased theenvironmental management index.The fuzzy comprehensive evaluation with the established the index system was appied tocomprehensively evaluate the environmental impact of Yushen mining area. The resultsshowed that the environmental impact of the early planning of the Yushen mine area belongedto the level of gradeⅡ, and recent and later subordinated toⅠgrade level. Socio-economicindicators of the early stages of planning and resources and energy subordinated to the levelof gradeⅡ, the recent and later reached the level of gradeⅠ, and the criterion layer belongedto the level of gradeⅠ.Drawn from the analysis on the36indexes of index layer, the limitingfactors of Yushen mine included relocation of residents, utilization of land resources, and theindustrial output value of the water consumption. It also indicated that with the economicpromoting, the coal mine development also brought a status of large recourses consumptionand energy consumption.
