With the rapid development of modern industry, environmental accidents occur continually, imposing more and more serious influences. Although the environmental risk assessment has been incorportated into EIA (environmental impact assessment) regulations, still, because of the complexity, indeterminability of risks and the imperfection of the assessment system itself, the effectiveness of environmental risks assessment (ERA) has not been studied systematically and become an obstacle in the progress of risk assessment.Based on reviewing literatures, investigating the basic principles, technical methodology and exsiting puzzles, the concept, contents and major influencing factors of the effectiveness of environmental impact assessment were discussed by combing concept of EIA effectiveness with features of environmental risk. Results indicated that regulations & policies, technical methodology, risk management and public participation are four dominant factors. An indicator system for effectiveness of ERA was established with four above factors as criteria which is divided into three layers, namely the target layer, the rule layer and index layer, altogether 17 indicators. Based on consultation with experts, weight of each indicator was calculated by AHP (Analytical Hierarchy Process). The results showed that environmental risk management is the predominant factor. Five cases, with relatively big risk in the chemical industry, were analyzed by the indicator system and got the credit of 0.665 meaning average level. Public participation, risk precautions and emergency response were identified to be constraint factors. Finally, proposals regarding the increase of effectiveness are brought forward in four different aspects such as regulation improvement, prediction model and response distance, public participation and emergency response. A region with chemical company as main industry was studied as a case怂The priority list of chemical pollutants and standard structure was proposed based on the rule of PBT and secondary pollutant (ozone) control and the calculation results of common models were compared.
