Followed, offshore oil spills happens more frequently, the pollution scale is increasing, which is tremendous harmful to the marine environment. In recent years, the oil spill occurred more frequently in the port, it seriously influents on the marine environment near the port and the socio-economy of port hinterland. Therefore, environmental risk early warning is very necessary for the spill port.Environmental risk warning is based on certain information, The information is analyzed, inferred and transformed, Finally is expressed the information with the cautionary information and related policy proposals environmental risk early warning is risk management tools with a strong Initiative, Its final purpose is to prevent and control environmental risks, reduce environmental pollution accident, minimize the harm to the environment after the accident.This paper model is based on "7.16" Dalian Xingang oil spill, three steps are taken in this work establishment of indicator set, selection of indicators and establishment of Index System. The index system includes 10 indicators, such as Impact of information management systems, Impact of fire emergency systems, Impact of the emergency power system, Affected population, Local impact of tourism, Affected the shipping industry, Range of water effects of the accident, The impact on ocean plants, The impact on seabirds and The impact on ocean animals, the analytic hierarchy process (AHP) is used to determine the weight of each indecator. Comprehensive index of port oil pollution incident warning-signal is establish as the core of the Assessment. This work takes Dalian Xingang "7.16" oil spill as an example, early warning systems is used to prove that the early warning system can guide people to carry out scientific and reasonable accident prevention and can Effectively reduce the environmental risks, reduce the harm to the accidents on the natural environment and social environment.
