| The marine oil and gas has become one of the main sources of oil and gasresources in China, it has great significance of the development of the nationaleconomy. With the increasing of oil and gas exploration and development, itsdischarge effects and oil spill pollution incidents risks of oil platforms on the marineenvironmental quality have increased sharply. Oil spill at offshore oil platform in oilexploration has become one of the most important sources of pollution in Bohai seaarea. Although it has often been seen that oil pollution incidents in Bohai, the presentmeans of monitoring technology in China could not obtain and analyze monitoringdata so accurate and reliable in time, which may lead to a large number of illegalenvironmental pollution and marine damage events could not be monitored andprocessed in time. This situation may make the state and the people suffered hugelosses.According to the urgent problems such as marine environment protecting andmonitoring at the offshore oil platforms, this thesis based on its environmental,hydrological and meteorological and other characters, has designed and implementedthe offshore oil platform online integrated system which composed of technologiessuch as using the all-weather monitoring radar,24hours video surveillance, oil filmonline monitoring, and hydrological-meteorological observation system for oil spillmonitoring and early warning system. It has also established the real-timetransmission of online monitoring system of oil spill at oil platform and its adjacentsea area; realized the integration of online monitoring system, oil spill warning model,oil spill emergency decision support system, integrated them in the same GIS basedinformation platform at land-based oil spill control center.The main contents of this thesis include:(1) proposing an integration technicaldesign of the "offshore platforms oil spill online monitoring and early warningintegrated system";(2) achieving an all weather,7x24hours radar surveillance of oilspill in the ocean oil platform online applications, and design&develop an oil spill report automatic generation system for radar surveillance, which can realize the rapididentification/automatically screening&picking up the typical valid oil information,then reporting and releasing.(3) implementing the application integration of "offshoreoil platform oil spill online monitoring and early warning integrated system" forachieving the oil platform oil spill online monitoring (including radar surveillance,video surveillance, monitoring buoys, oil film detecting, etc.) and use satellite, CDMAand other networks for data transmission; and based on the GIS platform, integratesvarious functional modules such as multi-source monitoring data receiving andprocessing module, oil spill automatic report generation system for radar surveillance,oil spill forecast and early warning module, oil spill estimation module, and oil spillemergency response decision support modules in one integrated application system atthe same interface.This system has been designed and implemented to realize online monitoring ofthe marine oil platform and its adjacent sea area. It can help the decision making of oilspill pollution, make rapid alert and give support for oil spill emergency response anddisposal, improve oil platform supervision capacity, and provide technical supports intime, especially for the coastline areas response management. This system has alsoachieved good application results through the operation of trial running. It has beengradually improved and applied to several other marine oil platforms. |
