The earth is experiencing global warming as the main characteristic of global changes(QinDa-He,2008). The IPCC as the representative of the international mainstream view connects global warming to human carbon emissions, and thinks that global warming is resulted from carbon cycle changes of the earth system by human activities. At present it has been identified that fossil fuel combustion, cement production and changing land utilization are related to changes in the global carbon cycle (Liu Qiang et al, 2000), for example carbon produced by fossil fuel burning accounts for about 73.79% of the total and fossil fuel burning has become the most important reason to release carbon to the air (WeiYi-Ming et al, 20008). Human activities, such as cooking and heating need to use fossil fuels. Therefore, this paper is based on the analysis of Chinese life energy consumption of nearly a decade and the space time changes of CO2 emissions, and looks forward to help formulating rational carbon emissions policy in china.Adopted the reference method recommended by IPCC, we estimate residents living energy consumption and the carbon emissions caused by residents household energy consumption of the provinces in China during the period of 2000 to 2009. By comparative analysis of the changes on areas and time, we think that Chinese residents have typical dual structure, namely urban residents and rural residents. Currently the major energy consumption types of Chinese residents houdsehold are coal, oil and electricity. The three energy consumption types accounts for above 85% of total household energy consumption in rural residents living ,while the proportion is lower in rural residents household, while the proportion is lower for urban residents, about 70%. Moreover, whether he is urban or rural residents, the total household energy consumption continues increasing for nearly 10 years. However, the household energy consumption of urban and rural residents has different changing characteristics in quantity and energy structure. By analyzing carbon emissions changes caused by Chinese residents household energy consumption from 2000 to 2009, we think that from the perspective of quantity, in recent decade the total energy carbon emissions is increasing year by year; from the perspective of area household energy carbon emission in China eastern,central,western distinctive, three Chinese region have individual characteristics; for urban residents,carbon emissions in eastern region is the highest, followed by midland and western region is the lowest ; for rural residents, carbon emissions in western and eastern region are the highest and relatively low in central; when analyzing per capita carbon emissions, we find that the regional distribution characteristic of per capita carbon emissions is different from that of total carbon emissions, which means that population is an important factor in residents household carbon emissions.By setting different situation assumptions respectively eastern region,central more developed region and less developed western region and analyzing potential demand of future carbon emissions of Chinese residents , we think that the demand of carbon emissions in western region or less developed region is higher. Therefore, we should widely consider the regional development factors and make the domestic provinces have the equal economic development right when we establish the national policy of reduction strategy.
