China has become the world's largest consumer of rubber resources in 21st century. However, due to lack of rubber resources, the rubber industry in China has a serious dependency form foreign imports. At the same time, the rapid development of automobile industry leads to a large number of tires produced and discarded in China. Because difficult to degrade, the waste tires which have very high value become new pollutant sources of solid waste, and they are known as "black pollution". It has a huge risk to people's health and the building of a harmonious society. But it is one-sided to only highlight the danger of waste tires and ignore the resource, and it inevitably makes a lot of resource waste.National strategy of sustainable development requires the establishment of recycling-based society and vigorous develop of circular economy to achieve "Reduce", "Reuse" and "Recycle" (simply "3R") of waste materials. So the best way to alleviate the current shortage of rubber resources and improve the ecological environment is reasonable recycling and efficient reusing of waste tires. In developed countries, the recycling and reusing of waste tires have been carried out for many years. Their governments encourage the whole society to use waste tires freely, and give legal, technical, economic and educational policy support and guidance. They achieve good results. In contrast, the industry of recycling and reusing of waste tires has low technology, scattered management, small size and low resource utilization in China. Furthermore, the government has not given the relevant preferential policies and laws and regulations to encourage and guide the whole industry. The industry is seriously lagging behind the developed countries now. Therefore, it has practical significance to study recycling and reusing system network of waste tires and evaluating methods of resource of waste tires. On the basis of national policy of resource-saving and environment-friendly, this paper respectively describes various resourcing ways and comprehensive utilization of waste tires at home and abroad. The theory of circular economy is elaborated from the perspective of system theory. For it is the bottleneck in the development that recycling and reusing system network is not perfect and inefficient, this paper learns fully the successful experience at home and abroad, and makes the basic principle of being systematic, institutionalized, cooperative and lowest. And then based on system theory and circular economy theory, the recycling and reusing system of waste tiers and its resourcing model are established. The structure, function, operation and integrity have been studied and discussed. This paper introduces the concept of "Sustainable Ability" to express the whole collaborate efficiency of the system in quantization. And build the triangular pyramid in three-dimensional quadrant based on energy utilization index, carbon emission reduction index and economic efficiency index. Then use the volume values to calculate sustainable ability of various resourcing ways to determine priority and provide support for following research.This system not only fully considers the system's macro-level strategic objectives, namely the dual sustainable development of resource and environment, but also focuses on the goals and aspirations of main elements on the micro-level, contacts and coordinates the material flow and information flow between tire producers, recycling bins, distributive centre stations for recycling and reusing. Thus the system has the advantages of being implemented and running smoothly and efficiently. From the view of outside macro-environment of system, legal, technical economic and educational policy measures are put forward to promote the healthy and rapid development of the system. These policies and measures can reinforce the basis of its survival and development, and they play an important role in the support and service. In carrying out the functions of macro-control in market, the government may use them correctly and effectively to truly create a favorable external macro-environment, make the system running healthy and play a crucial role in solving the problem of black pollution, optimizing efficiently resource allocation and achieving win-win objectives of environmental management between economic benefit and environmental benefit, and provide guidance and advice of recycling and reusing industry of waste tiers for sustainable development.
