Environment is a scarce resource, not only can create value, more can improve the present and the future of the human welfare. The environment is survive and reproduce habitat for human life, and provides production of material goods, it also has the diffusion and purification effect of human emissions. In Shaoxing city, the economic and social development, especially in high energy consumption and high pollution, low efficiency industries such as printing and dyeing, chemical and other rough machining, the size of industry expanding, and the rapid increase of population. But people need environmental resources, which becomes more and more scarce. Emission theory was put forward by the economist, and developed by scientists, economists and environmental protecting workers under the efforts of successful application in environmental protection practice. Emission trading is the leader among many pollution control means, and shows its unique efficiency, marketability and flexibility superiority.Shaoxing city, first formally implemented emissions trading in2007, combined with international and other counties'experience, created the emission trading system reputation of unique "Shaoxing model". We do a comprehensive analysis with emission related theory and public policy on the basis theory of Shaoxing emission trading system. We first introduced the emission trading related theory, and emission trading in the practice in China and abroad as well as its evaluation applications. Second, in Shaoxing's emissions trading system, we made a brief analysis of the environmental management situation of Shaoxing, and put forward Shaoxing emission trading necessity and existing conditions based on the implementation; then we analysed the introduction of laws, regulations of emission trading legislation, implementation of policy. On this basis, we analysed Shaoxing emission trading, including Shaoxing emission trading object, regional scope, main body; Shaoxing emissions trading operating system:initial allocation, transaction price for approval and licences, the monitoring management of emission index and emission reserve trading system. In addition, we also analysed some achievement induced by Shaoxing emissions trading system, and the characteristic of the achievements.Although Shaoxing emission trading made some proud achievements, but there are still many deficiencies need to improve as below:Shaoxing emission system in the initial allocation way is too onefold; Transaction object has some limitations, just carbon dioxide and sulfur dioxide trading; we discussed in the introduction of a carbon trading and the existing problems of possibility; the lack of transaction subjects:the current limitations between governments and enterprises, few between enterprise and enterprise. We discussed how to introduce pollution-discharge right trade intermediaries, build a more efficient and transparent emission electronic trading platform and encourage public participation to enrich the subject of emission trading, also designed questionnaire to know whether Shaoxing enterprises like to participate in the emission trading. Finally we find that more than half of the enterprises will consider to participate in emission trading, and the prospects of the optimistic attitude.
