With the wide application and development of urban gas, more and more accidents such as leakage, fire and explosion happened. So security risk analysis and evaluation of the urban gas pipeline system are necessary and may help to prevent the number and loss of the accidents. Besides, it has vital significance for the realization of the target of disaster reduction and also for ensuring safe operation of the urban gas network.Firstly, the paper expounds on the concept,task and working principles of the safety management, points out the problems that existing in it. Meanwhile, according to the comparison with risk management, its relationship with safety management is drawn. Secondly, according to the idea of HSE, and puts forward to establish a set of healthy, safe and environmental system of dynamic risk safety analysis and management technology for the identification of the gas pipeline risk, the analysis of fault tree of pipe accidents and draw the fault tree graph and then change it into Bayesian network, so as to determine the top events probability of pipe accidents. In the pipeline failure analysis, set up calculation model of vaporous cloud explosion, the fireball, jet fire and poisoning suffocation to confirm loss area of the pipe accidents, and then combined with the average population density and property density in turn to determine the number of human casualties and property losses. Secondly, this paper uses scientific and reasonable principles to make pipe subsection for the city gas pipe network, then according to the research material of acceptable risk norms in home and abroad, design research framework of the risk acceptable standard in our country. Then, through the establishment of the HSE risk matrix to make risk assessment and divide the rank of risk, make HSE risk control and the security policy analysis, give priority to high-risk pipe in reducing risk, achieving the goals of reasonable allocation of resources. Finally, safety management DSS of the city gas pipeline is established and with the geographical information system (GIS) combined to realize the pipeline information resources sharing, and lay the foundation for security management of dynamic gas pipeline.
