The7.1-magnitude tremor earthquake struck in the self-government of Yushu onApril14th,2010. Gyêgu town was the worst disaster area. It is well-know that thereconstruction after disaster should not only proceed from the aspect of city safety torecover the construction of physical environment and infrastructure, but also shouldtake a series of problems into consideration, such as some special and typical landownership problem.Considering the characteristic features of Gyêgu town, the author regard thepost-reconstruction as the opportunity to analyse various problems of the features of theTibetan concentrated-community’s cultural life and residential environment, theproblem of land ownership during the recovery, as well as the contradiction arisingfrom adjusting the homestead in the process of reconstructing the residential space. Inaddition, the paper expatiates that it should take the respect for the land-ownership andcultural-customs of local Tibetans as the premise, take the requirements of recoveringthe life-order and city-safety and stabilizing the social order as the starting point in thepractice of reconstruction planning. And it should base on the lead of policy and thedeepening of technique, on the orientation from the bottom to top, on the publicparticipation, to form the policy guidance-technology follow-up advocacy planningpattern to accommodate the reconstruction practice.Firstly, the author conducts an in-depth investigation about Gyêgu Town throughactually investigating the natural environment, residential space environment,traditional culture, settlement dwellings, form of living space and the status of disaster damages so as to understand the object of study. Secondly, the author gets to know thecontradiction and influencing factors of the residential space environment of GyêguTown from the five aspects of natural environment, residential space environment,religious cultural space environment, the evolution of settlement and homestead and theshaping of the residential environment quality. Finally, the author puts forward thefollowing suggestions for the problem of residential space environment in thepost-disaster reconstruction of Gyêgu Town: Through the optimized layout of overallspace structure, the remodeling of characteristic panel points and symbols as well as therecovery of the space of traditional religious culture, use the optimized reconstruction ofresidential space environment to highlight the city style featuring special Tibetancharacters. The traditional settlement space recovers its cohesive core site, continues itsspace form, retains its previous settlement texture and dwelling form to the greatestextent and injects new functions into the dwellings so as to achieve the goal ofcontinuation and regeneration. Adapt to the land ownership, and pay attention to theredivision of homestead when planning and designing: on the basis of the features ofprevious houses and development tendency, the author proposes to take the dwellingunit as the reconstruction factor to integrate the homesteads through jointlyconstructing many homesteads together or the independent and separately-builthousehold.At the same time, based on the features of Gyêgu Town, the author attachesimportance to the coordinating role and communicative guiding role of planners duringthe planning, combines the planning practice of policy guidance-technology supportgenerated from the work pattern of project design-public notification ofplanning-communication-adjustment with actual local conditions which is with respectto the difficulties suffered during the process of implementing the policy-basedtop-down management pattern, and discusses the pattern of advocacy communityplanning in the post-quake reconstruction with the public participation and guidance.
