Game Analysis Of Construction Safety Regulation With The Participation Of Third Party's Safety Managements

Safety supervision is an important part in construction safety managements. In the process of construction, all the parties seek maximum benefits which are different and interactional. But the safety supervision is a long-period issue, which makes the safety supervision with the characters of complex systems and dynamic changes and in the meantime also makes the predictions of supervision effects imprecise. In the present stage of nonstandard construction managements, the supervision agents may be not rigorous at the construction site because they are sluggish and impelled by interests, etc. Based on this situation, the appearance of a third-party safety management model which is totally independent of the traditional safety model and has a feature of inspecting the construction site without notice(named “unannounced inspection”) in the premise of impartiality and credibility contributes to create a well safety culture and atmosphere and also has a restriction on construction organizations and supervision agents, which has a beneficial effect on safety managements.Most of the recent studies consider the existence of game stable strategies based on two participants and analyze them. However, in the process of practical construction, there are different types of participants. Moreover, there is little research about the issue of multi-game in which there are more than two participants. Thus, this thesis tries to analyze a supervision game of construction sites within three parties with the participation of a third-party safety management.This thesis firstly analyzes the current situation of construction safety managements. Then it emphasizes the necessity of the third-party safety management and it describes and summarizes a generalized third-party safety management and a third-party safety inspection team of Shanghai middle- ring- line construction section respectively.In addition, this paper develops a mixed strategy game model among the construction site third-party safety managements, construction organizations and supervision agents. As to the problem after model solution, a further development of mixed strategy game model combined with a computer simulation of System Dynamics(SD) is necessary. Then this paper analyzes and summarizes each participants' strategy changes with the simulation results.At last, considering that the “complete rational” condition in traditional game is not suitable when a realistic condition needs to be taken into account, the author will use model solution to illustrate that evolutionary stable strategy is hard to achieve when supervision, evolution and game are in three main participants. Then from the side, even if a third-party safety managements exist, the issue of safety supervision in the modern society is still unstable and fluctuant in a long period process.
