Urban distribution network directly to electricity users, and its structure, health, and management will directly affect the power quality and efficiency of enterprises. As society progresses, the rapid development of economic and people's life, power quality and reliability has been required a higher level, coupled with the reform of electric power system and the introduction of new electricity policy, urban distribution network Construction investment has gradually become the main direction of our grid. Urban distribution network planning is the basis for urban network construction and renovation; also with the investment increasing, urban distribution network planning has become a basis and necessary file for project assessment and approval. Therefore, power enterprises gradually value the establishment of urban distribution network planning. However, there are many problems in the current power grid planning, such as difficult to collect basic data, planning method is relatively backward, the lack of planning professional software and so on. This paper studies these issues, researches technological improvements, and programs the graphical software.In this paper, with the characteristics of distribution network, established distribution network hierarchical graph model to realize the distribution network drawings and equipment data management and and offline running simulation, this will be aid for the daily management and data collection needed in distribution network planning. Researched and established the models such as, optimization of substation sites, power flow optimization in urban distribution network planning, and the optimization model of distribution line reactive compensation searched effective algorithm for solving optimization problems. At last, using Visio graphical development technology, we programmed the above models and effective algorithm, Moreover, integrated other early research results such as power flow and short circuit calculation, reactive optimization and calculation of line losses and so on. Final, developed the aid-decision system of urban distribution network planning and management, including subsystems of drawings and equipment management, interactive urban distribution network planning, integrated electrical calculation. The aid-decision system has characteristics of fully graphic modeling, powerful graphic editing, and friendly graphical user interface, and intuitive graphical effects, simple and convenient operation.At present, the aid-decision system has been used in actual power grid construction and the preparation of network planning, and be praised by users.
