Technology And Application Of Water Management Based On The Harmony Theory

Water is the most elementary natural resource, and it's also an economic resource making important strategic sense. At present, our country is at the important stage of economic growth and national construction, and water is an indispensable resource playing a key function. With the rapid development of society economy, the demand of water is increasing in China. However, the natural distribution of water in spatial and temporal is out of proportion with allocation of productive forces, which cause conflicts among areas and departments more sharpened, also raise tensions between economic and social development and eco-environment protection. Therefore, to establish a quantitative estimation system is significant to improving water management.Based on the analysis of the current situation and existing problems of water management in China, both theoretical and applied researches are carried out from the harmony theory perspective. The main contents are as follows:(1) To discuss the harmoniousness of water management from five-elements of the harmony theory, i.e. harmony participant, harmony objective, harmony regulation, harmony factor and harmony action.(2) To construct the quantitative index system from gradations of system, region and section based on five-elements. Then, a water management model is constructed, which targets the maximum of harmony degree, and takes management factors of the three gradations as constraint conditions.(3) Based on the analysis of the current situation and existing problems of water management in China, to discuss the management strategies from harmony degree equation and five-elements of the harmony theory.(4) Taking Xinmi city as a case study, to calculate the harmony degree of water management under different schemes in different years. Furthermore, to propose countermeasures that can promote the harmony degree.This paper analyzes the connotation and harmoniousness of water management, then constructs a water management model based on the harmony theory. Finally, applying the medel to Xinmi City. The research can aid the quantitative analysis to water management evaluation from system, region and section.
