Because of the unique natural characteristics, China is one of the most frequent victims of flooding disasters all over the world. The flooding disasters in China has many characteristics, including high frequency, broad distribution, serious conflict between flood control and flood drainage, long-time high water-level in the watercourse during flood, large population under the threat of flood, causing severe loss. By now flood control engineering can be categorized into engineering methods or non-engineering methods. As an important non-engineering method, storage and detention zones method is playing the role that sacrificing part for whole in the current flood control systems. At the same time yet, using storage and detention zones method will do great damage to local normal production and citizen life, and will strike the local social economic and citizens'life heavily, so storage and detention zones are the basins to the development of social-society in China.Thus, learning from the interior of the storage and detention zones and taking it as an composite system, find out the disadvantages of the current development model, and point out that harmonious development is the certain choice for both flood control and social-economic development.Based on the theories of composite system, harmonious development, coordinated development, making use of the latest achievement of related research field at home and abroad, the harmony degree of storage and detention zones within Henan province was researched both in theory and demonstration. First, Aiming at the current situation of storage and detention zones in Henan province, considering the accessibility of the data and the representatives of the indicators, following the socialism harmony thought, the evaluation index system for the harmony degree of storage and detention zones of Henan province is built; after that, the data got is processed and the harmony development model for storage and detention zones is found; then the weight of each indicators of the child systems, including flood control, society, economic, resource, environment, is calculated with analytical hierarchy process(AHP); then, applying the fuzzy aggregate analysis method from fuzzy mathematics, the harmony degree of composite system of storage and detention zones is calculated. The analysis of the data and the calculation results shows that the harmony degree of composite system of storage and detention zones in Henan province is low, and the storage and detention zones within Huaihe river basin commonly are not in a quite harmony state, mostly in a basically harmony state. Following that, directed by the basic thoughts of constructing harmonious socialism society, combining the problems of the composite system of storage and detention zones within Henan province during the development, explicit counter measures and suggestions are proposed. In the end, using the charting function of GIS, thematic maps revealing the harmony degree of storage and detention zones within Henan province are made separately out of all the five child systems.
