As Chinese economic rapid development and upgrading of electricity power demand sharply, the traditional lOkV power supply has been unable to meet the high load density areas of the power requirements. That the distribution voltage improving to a higher voltage level and how to create a new voltage level sequence, need lots of technical and economic reasoning to ensure the reliability and the economy of power supply and improve the supply capacity. Voltage level for medium voltage distribution network could be considered to adopt more mature 20kV in foreign countries. In order to analyze which is best for Zhengzhou New Area, this paper establishes a complete model to demonstrate Zhengzhou New Sequence voltage level from the technical, economic and social cost angle. From the model, some meaningful conclusion has been got on the Sequence voltage level which has important practical significance.In this paper, on the base of investigation on the 20kV voltage level application at home and abroad, based on Analytic Hierarchy Process (AHP), with the technical, economic and social indicators three indicators for decision-making, this paper evaluates the voltage level of sequence for Zhengzhou New Area comprehensively. The method makes the decision-making thinking of the complex systems to be hierarchy. Through the establishment of Judgement matrix, the method combines the qualitative and quantitative in the decision-making process of the factors organically, changing the past mode which determines the weight relied solely on expert experience. The method has obvious advantageous, suitable for determining the weights evaluation of distribution networks. Through that establishing the grid model by the load density method, by the comprehensive evaluation of AHP, this paper uses this method comprehensively to assessment the voltage level of sequence for Zhengzhou New Area, putting forward an optimized voltage sequence, prove the superiority of the 20kV voltage level.In this paper, the AHP evaluation model established by taking into more comprehensive consideration, has reasonable weights distribution and good adaptability, having great significance to relevant practice.
