| The increasing power load and load density, making the medium voltage 10 kV that playing the role of a bridge link in the city distribution network didn't adapt some of the requirements. Now the 20kV voltage level appear with new features in the international community. It has also been included in the national standard voltage in China, and the purpose is to raise the first voltage. Its role would be to replace the 10kV, supply to the 380V directly, at the same time , abolish of 35kV, abtain power from the 110kV, and form the 110/20/0.38 kV system. This not only could improve the gain of distribution voltage, but also simplify voltage level.In this paper, the world's major industrial countries'voltage distribution network and state of development were researched. Through forecast the load of the Bohai New Area, analyed of the technology, economic indicators of the 20kV voltage level , as well as the reliability of it.And put forward several scheme of voltage configuration, through contrast these economical efficiency,we ultimately determine a reasonable medium voltage distribution network program.
