Electricity has long spearheaded Chinese economic development. In recent years, with the rapid development of our economy and the improvement of people’s living level, the demand for electricity is rising quickly, and the society for the requirements of the power supply reliability and voltage quality are increasingly strict, if continue to use the lOkV distribution in high load density areas, power supply will be difficult to meet the needs. Upgrade the medium voltage distribution network to20kV is effective method to respond to the improvement of load density increase, power supply capacity and power quality. The planning and construction of distribution network is not only directly related to the profit level and the development of power enterprises in the future, and will have a significant impact on regional economic development and people’s production and life. Need to take into account the reliability and economy, so the main task of the power distribution network planning is to meet the development of the future load, under the conditions of the existing technology, planning scheme of grid economic reasonable.Practices have proved that20kV is better than lOkV, this paper proposes20kV medium voltage distribution network planning methods and procedures, introduces spatial load forecasting methods; secondly describes two common comprehensive evaluation model--AHP and ANP, and gets comparative analysis; then gives the power load forecasting method based on load density index method to analyze the current situation of urban distribution network in Dalad, summarizes the problems come in the planning and construction of Dalad’s20kV medium voltage distribution network exists necessity; and based on the analysis of the current situation of power load predicted; gives the20kV distribution network planning of the overall process and load balance analysis presented20kV distribution network transformation technology approach to urban Dalad’s20kV medium voltage distribution grid transformation plan as an example, puts forward specific power grid planning. Finally, network-based analysis, respectively, from the technical benefits, economic and social benefits in three areas starting to build20kV medium voltage distribution network planning comprehensive evaluation system, and gives the results of a comprehensive evaluation of urban Dalad’s20kV distribution network.
