Housing security issues and the implementation of resolution strategy particularly for the low-income groups are closely linked with people's livelihood and respect public opinion. The affordable housing construction is examined from the perspective of urban planning and design which considering the issues of land factor,the laws of the Premises market, Characteristics and Sustainable of living, living environment and residential building design etc, could help avoid city problems caused by the high plot ratio affordable housing construction. The trends of high plot ratio affordable housing construction are necessity and feasibility in Shanghai according to three elements support, including the rising floor area ratio of affordable housing, intensive use of land under increasing scarcity of land for construction and the advantage in land price, land supply, infrastructure support in urban "fringe" and "outer zone".Beyond the intensive use of land resources and increasing the protection of the population, much difficulties and contradictions created simultaneously through high plot ratio affordable housing construction, such as the contradictions between excessive openness public space and the sense of community, smaller and smaller dwelling area and the living comfort; and even the residential differentiation, the increasing "label" awareness of bottom housing etc. Based on these the thesis combined with the way of site investigation for affordable housing, considered "social justice" and "livelihood focus" theory as the core ideology, identify the elements of living which gain most concerned by the low-income families to explore the approach that ensure the residential quality of high plot ratio affordable housing. At the strategic research, with the case of Shanghai Sanlin,this thesis brings forward three related countermeasures: firstly, the social policy concerns level, such as improving people's livelihood, the choice of site layout and harmony community was mixed; secondly is to guide planning methods and strategies orderly, such as determine a reasonable community building floor area ratio, rational ratio of vehicle parking requirements, scientific fit construction of public facilities; finally is effectively improve for residential design technology, including large-scale neighborhood design community, fine graphic design of the residential units, forceful and appropriate of residential design elevation of form and color, well control of the residential landscape etc. Through the three parts of elements coordinating could ensure high plot ratio affordable housing quality improvement, to achieve social health, harmony, stability and development.
