Supply And Demand Analysis And Rational Allocation Of Water Resources In Jinan City

Water is very important to life, production, and ecology. Sufficient water resources with good quality are the necessary conditions to ensure the coordinated and sustainable development of regional economy, society, and ecological environment. However, uneven distribution of water resources, inconsistency between regional development and water exploitation, and deterioration of water quality because of the discharging of plenty of pollutants into clean water, lead to a sharp reduction of regional available water; Economic development, improving of living standards, and environment quality improvement and maintenance, make the water demands increase dramatically. Contradictions between water supply and demand are increasing.Jinan, water scarcity, is one of the most important water resources shortage regions, which is seriously restricting the local economic and social development. Jinan is the famous "Spring City ", need reasonable development and utilization of water resources to ensure the springs continue spewing.Jinan City is divided into six quaternary areas of water resources. By analyzing the measured series of data from 1956 to 2008, evaluated the characteristics of water resources, mean annual water resources, and their available quantities, and analyzed the development and utilization of water resources and the future evolution of the situation. Then according to the evaluation and analysis, forecasted the available water of the planning year in three guaranteed rates of 50%,75%,95%. By comparing the results of the predicted water demand and supply, analyzed the balance between water supply and demand of the current year, the planning years, and the water users. According to the theory, principles, and method of rational allocation of water resources, made the rational allocation of water resources and analyzed the recommended program. Finally, proposed security system for effective implementation of the scheme.
