Study On The Optimal Allocation Of Water Resources In Jiyang County And Shanghe County

Water resources, as the source of life, is not only a necessary material foundation for the mankind survival and society development, an indispensable and basic natural resource and a strategic economic resources, but also the important guarantee of sustainable development. Jiyang County and Shanghe County are counties of Jinan City which majors in agriculture. With the social and economic rapid development, the quantity of water requirement is becoming much higher, but the available water resources is limited, so the contradiction between water supply and requirement is very heavy. Water resources optimizing allocation, namely maximizing the efficiency and benefits of water resources will be the certain choice for sustainable development of Jiyang and Shanghe economic society. In this thesis, how to effectively use the limited water resource has been discussed.On the basis of literature review of related researches domestic and abroad which are water supply and water demand forecasting and optimal allocation of water resources, and summary of the methods and theories of the optimal allocation of water resources, the main problems in the allocation of water resources are analyzed. On the major problems of the optimal allocation of water resources for analysis, we predict water supply and water need, and optimize the water resources among the various departments in the national economy. The min contents of this dissertation are as following:(1)This paper begins with the background and the research significance of the optimal allocation of water resources and analyzes systematically domestic and foreign research status, standards, research ideas and methods, which has established the theoretieal basisfor the study of the dissertation.(2)It describes Jiyang and Shanghe's natural and geographical conditions, socio-economic status and water resources. Among them,the water resources situation includes quantity situation and quality situation,while particularly describes the situation and the problems in the exploitation and usage current of water resources in Jiyang and Shanghe. (3)With the guidance of sustainable development, we predict water demand for agriculture, industry and life using fixed method and rural population and urban population using power function and grey method. According to the water resources planning of Jiyang and Shanghe, we analysis the water supply quantity for surface water, groundwater, the Yellow River, the Yangtze River water and sewage resident back-off water under different guaranteed rate (50%,75% and 95%) and different programs (basic program,referral program)in 2015,2020 and 2030. And then we make analysis of the balance between water supply and water demand.(4)Particularly introduced the purpose and basic principles of water resources optimal allocation.On this basis,the optimization progroms of water resources are made.By analyzing, the allocation production is believed reasonable and feasible, and it can be decision-making gist of Jiyang and Shanghe County water resources layout and management.(5)Finally, the optimal allocation water resources results are summarized and the perspective studies in the future are put forward.
