Water resources is essential and important that supports humanity's development, breeds and maintains all the life on the earth. Nowadays, along with the unceasing population growth and the economic development, the water resources demand increases unceasingly. At the same time, at a result of the unreasonable using, the shortage of water resources is intensifying increasingly. How to exploit and utilize water resources reasonably, and allocate them scientifically on the basis of the existing circumstance of water resources and the strategical demand of social and ecomomic development, has become an emergent problem should be solved.According to the actural situation of Rong County of Sichuan province, the paper thoroughly discusses the water demand prediction methods, the multi-objectices optimal model and the application of the modle in optimal allocation qustion of regional water resources. Several aspect contents areincluded in this paper as follows.(1)The paper starts with the meaning and the significance of optimal allocation of water resources, then discusses the basic theory of optimal allocation of water resources by the numbers, including the basic principles and the task. Especially, the paper discusses the character of multi-objectices in the optimal allocation of water resources, and researches the optimal allocation of water resources based on muliti-objectives optimal model and the solution of the model according to this character.(2)The actuality of water resources in Rong County is investigated and evaluated. It is found out that water resources is not rich in Rong County, and that the nature distributing of water in space and time is not seasoned with the distribution of productivity. At the same time, water using departments compete for water out-of-order, which restrictes the development of country national economy. From the water quality aspect, water resources in Rong County is turned to be worse as a result of pollution, though most water is all right.(3) The paper also discusses the principles of the water demand prediction and the demand trend of each water using department. At the same time, the paper introduces some prediction methods, such as the model of Artificial Neural Networks(ANN), Grey Prediction and Guide Line Analysis which is often used. After comparing, the author choses the method of Guide Line Analysis to predict the water demand in 2010 and 2020.(4)The optimal allocation of water resources in Rong County of Sichuan province is taken as the application exmple. Based on the analysis of the quantity and quality of regional water resources and the supply and demand balance in the planed years according to the existing and planing water conservancy, the paper establishes the optimal allocation model of water resources based on muliti-objectives optimal character. Finally, the model is computed with fgoalattain function in Matlab optimization toolbox. By setuping different initial values according to the ponderance of each partment, the allocation scenario is put forward.
