Water resource is the material basis and basic requirement of economic and social development.Sustainable utilization of water resources is an important support and guarantee for sustainable economic and social development.As Lingshi county' economy develops,population increases and urbanization process accelerates,the increasingly acute contradiction between supply and demand of water resources is highlighted,additionally,the incongruity between population resources environment and economic and social development reveals gradually.In recent years,with the industrial structure adjustment,Lingshi industry has been developed gradually from simple raw coal production to the deep processing of coal conversion,as the result,Lingshi water structure has been changed significantly: water withdrawals presents the negative growth trend in agriculture,obvious increasement in industry,and greatly expanding in urban and rural living water.The shortage of water supply in many areas leads to increasingly serious water disputes between industry and agriculture,between urban and rural areas and between regions.On the other hand,the efficiency of production and utilization of living water is low,and the phenomenon of water resource waste is widespread,which further aggravates the contradiction between supply and demand of water resources.It is of vital importance to study the optimal allocation of water resources to promote the sustainable development of regional economy.This article in full,on the basis of predecessors' information collection and field investigation,makes objective evaluation on the Lingshi county water resources from the aspects of quantity of water resources and the present situation of Lingshi's water,and then makes detailed analyzation of the Lingshi surface water and groundwater development and utilization degree,and finally puts forward the problems existing in the process of development and utilization of water resources.Taking Lingshi "much starker choices-and graver consequences-in planning" of the industry's economic and social development indicators as the basis,selecting the year of 2016 as status quo level,the year of 2020 and 2020 as short-term and medium-term planning level years respectively,norm method is used to predict the different level in the planning and zoning for industry water demanding,on the basis of the foregoing statement,the demand from all various industries is analyzed rationality.At the same time,the author puts forward the scheme of the planning level year by building a multi-objective programming model of optimizing allocation of water resources,and illustrating the optimized allocation of water resources of each partition of Lingshi county planning level years.In order to solve the existing problems of water resources in Lingshi County,the corresponding water resources protection measures and reasonable suggestions are put forward.
