With the constant development of China's economic, China's railway has been considerable progress and development, and length of the railway and transport capacity has been the growth of different degrees. But contradictions in general incompatible with the growing transport demand are still very prominent, and the Transport-limited condition has not yet been fundamentally changed. In addition to the performance bottleneck of channel capacity of China's railway transport has been in the long-term stress, but also in the use of cars on the severe shortage. Facing the current market environment of the transportation, based on the case of the current number of using cars and the usage-style, how to improve the efficiency of the use of vehicles has great significance in theory and practical work.At home and abroad on the basis of relevant research results, thesis theory is the main content of the paper. Reference for the full results of previous studies, the point of view and method of the system science, Analogy Method and mathematical models and other research methods are used. The main contents and conclusions include:(1) On the basis of access to a large number of the interior statistical data of Railway Freight, the Approach of the use of freight, development characteristics, status and use of features of geographical distribution has been systematically expounded.(2) Comparative analysis which is about controlling and adjusting the current distribution method of the using of wagons that is the current situation is made, which makes clearly the current goal of optimizing the distribution and dynamic optimization methods of the using of wagons.(3) By analyzing the statistical problems of the using of wagons, an effective method of statistics of the using of wagons at present that could reflect occupancy the using of wagons, and the expected value of a railway bureau next month are put forward.(4) By the analysis of converted relationship of the using of wagons and non-using of wagons and trucks, the method which can calculate out the number of backup wagons are put forward.(5) Based on analysis of the characteristics of the original empty Wagon optimization model, through the underlying assumptions, the abstract description which is about the deployment of empty and heavy freight is researched from different angles in the thesis, and empty and heavy wagon optimization model is set up. Based on analysis the characteristics of the model, GA algorithm of the model is designed, and the algorithm parameters, convergence and complexity are analyzed in the thesis.The research work and conclusion of the paper are hopeful to advance more development in distribution of railway optimization of the using of cars.
