Water conservancy is the lifeline of agriculture. Besides building water conservancy projects and elimination of water damage, water conservancy is a matter of human survival, economic development, and social progress, and which has always been a major event of ruling the country and keeping peace. And It is not only related to the development of agriculture and rural areas, but also the overall development of economy and society; not only flood control, water safety, and food security, but also economic security, ecological security and national security.Because of a vast country, it is very different from the climates and hydrological conditions to the social and economic development and to the facing water issues and the status of water infrastructures in China. The problems of the small water projects always vary widely everywhere in areas. The problems and methods of planning and designing small water projects need to be supplied and improved urgently. They play an important role in scientifically standardizing planning and designing of small water conservancy engineering of agriculture land and are of great theoretical significance and of project practical value.This paper is combined with the reality of construction of small water conservancy engineering of agriculture land in Chaling County. By consulting the related literatures, comprehensive study has been done on the history of development and present situation of irrigation and drainage works at home and abroad, and important inspirations and references have been summarized for the existing construction of the irrigation and drainage in China. By the analysis of the overall situations of irrigation and drainage carried out in China, the effectiveness and existing problems of small water conservancy engineering of agriculture land have been summed up. By means of investigation and research of the field engineering in the region, visiting local technicians and people, collecting data, pictures and information, consulting related theory and information on irrigation and drainage, the combination of quality and quantity, and multidisciplinary comprehensive analysis etc, the analysis and research has been done of various influencing factors of engineering planning and designing and the operation of constructed works in the county for many years. As the case of Yankou Irrigation Areas in Chaling County, water balance is analyzed. Some targeted reasonable solutions and recommendations have been put forward, and some of methods, principles, and theories have been supplied and improved for existing problems of planning and designing of small water conservancy engineering of agriculture land in the county. Some references will be suitable for guiding the planning and designing of the small water conservancy engineering of agriculture land in the county and similar areas in the future.
