The Research Of Ecological Compensation Pattern For Highway Construction Projects

At present, in the field of ecological compensation, the domestic study is about watershed, forest, mineral resources and nature reserves, but about the ecological compensation of highway construction projects, there is no researches so far, just in the initial and exploring phase. Highway construction projects would produce many ecological,natural and social environment problems during construction and operation periods. It's necessary that establish the ecological compensation pattern for highway construction projects to actually solve the conflict between highway construction and ecological environment. Based on the ecological compensation for highway construction projects as the research object, and taking ChengSuiYu highway for example, constructs ecological compensation pattern for highway construction projects. The main research results are as follows.(1)The impact of highway construction projects includes the social and nature ecological environmental influence. For natural ecological environmental impacts, there are soil, hydrology, vegetation, biodiversity and habitat influence; social ecological impacts include residents life, economic and psychological influence.(2)The principle of ecological compensation for highway construction projects is beneficiaries-compensate-impaired. According to the function of government, market-based degree and compensation funding sources, social economic compensation of highway construction projects is divided into government leading mode and marketization mode. Natural ecological compensation modes for highway construction projects adopt the engineering recovery modes.(3)The beneficiaries include ChengSuiYu highway construction management and the government. The government delegates the people beneficiaries. The engineering compensating measures is used to recovery the ecological function. For social economic compensation, the government and highway construction management economically compensate the impaired people using government leading mode and marketization mode.(4)According to the ecosystem services value evaluation theory, the highway construction permanent covers' ecological service function value is 9856.13 thousand yuan. By questionnaires of willingness to pay and accepting compensation for residents, the ecological value of construction projects is estimated. The compensation standard is＄34.25～＄149.25 per person per year. It provides the basis for conforming ecological compensation fees.
