Global warming is becoming the most important issue for human survival.Inorder to reduce emissions of greenhouse gases,such as CO2."Clean DevelopmentMechanism",stipulated in the"Kyoto Protocol"has been used widely to encouragecarbon emissions trading between developed and developing countries. But thisinternational trading mechanism has several difficulties such as long cycle,hard toapprove and complex political factors.The purpose of this article is to establish a domestic energy efficiency tradingmechanism. In this mechanism,heating enterprises,which using high technology toobtain energy saving emission reductions,will be encouraged by governmentfinancial funds. So the whole central heating industry will pursue a kind of cleanerand more environmental friendly development pattern.The international and domestic backgrounds and central heating industrydevelopment status in Tianjin city was introduced in this article. District boiler houseand combined heat and power generation (CHP) efficiencies were calculated.Comprehensive energy efficiencies of heat sources have been determined to evaluatewhich units have reached the requirements of energy saving. Comprehensive energyefficiencies of heat sources (kgce/GJ) include fuel consumption and electrical energyconsumption,which were converted to standard coal in a reduction period.On the basis of determining time and space boundaries of the projects,researchesand tests of 27 district boiler houses in sample library were proceeded in 2011.Sample data of energy efficiency were obtained. These data were screened throughstatistical methods. Combined with the relevant laws and regulations,documents,national and local standards,professional literatures,base lines of this energyefficiency trading method were confirmed. 52 kgce/GJ for district boiler house,43kgce/GJ for CHP. Meanwhile,emission reductions and energy saving quantitieswere calculated. The corresponding verification methods were given.The conclusions are as follows:(1) Minimal reductions of 27 district boiler houses in sample library were 3168tCO2 in 2009-2010.(2) One thermoelectric company can at least reduce 55t CO2 after ten thousandsquare meters grid each year.(3) One heating enterprise which heating ten thousand square meters can at least reduce 333t CO2 after replacing coal-fired boiler with gas-fired boiler each year.
