With the growth of China's aging population, the miniaturization and centralization of families, the decrease of pension resources and capacity, the number of empty nest elderly is increasing dramatically. In response to the threatening urban pension difficulties, a reasonable solution in accordance to the current condition of China should be explored as soon as possible, so as to solve the living problems and meet the basic needs of the aging people, to achieve the goal of improve the conditions of supportive care, medical care, educational care, recreational care and social care to the aging people.The essay concludes the achievements of Chinese researchers on pension modes and elderly housing, meanwhile points out the deficiencies of these researches. The paper describes the historical development of elderly housing and the pension policies, as well as the typology of elderly housing in developed countries, demonstrating its instructive value to China. What comes next is the study of the current elderly housing condition of Tianjin, the analysis of China's current elderly housing problems and the living demands of the aging people. Based on relative research results, the foreign experience and China's special condition, the idea of constructing of classified community pension system with Chinese feature is putting forward, which coordinates China's political organization. In addition, the essay discusses the possibility of this pension system from the perspectives of foreign experiences, China's political system and supporting policies, as well as the psychology of aged people. Also the article provides proposals of the principles, planning methodology, key operational issues and architectural design application in order to build the classified pension system.
