Recent years, with the increasing of motor vehicles in Harbin, the transportation quest has already become one of the serious problems in Harbin, which has restricted Harbin's development. Practices have proved that the solution for Harbin's transport problems which only depended on the development of basic road infrastructure is not effective. Faced with this situation, we need to use scientific and technological mean to improve Harbin's road capacity, which is the best choice to solve the transportation problem. The intelligent transportation system which is widely used at present will play an important role for solution of transportation problems. So we should pay more attention to the modern traffic management.Intelligent transportation system applies various advanced technologies in the traffic management. The key part is the route guidance system which gives optimal routes of the urban road network from the starting point to destination, this can achieve safe, fast and save travel time and cost objectivesIt firstly outlines the research status of the urban traffic route guidance system and Harbin intelligent traffic management situation and the traffic problems in this article, then analyzes several related route guidance algorithms and their characteristics. Combined with practical problem, the multi-objective algorithm is proposed by deep study of the above algorithms. It analysizes the overall framework, need about Harbin dynamic traffic route guidance system and the system is overall designed. It analysizes systems function module, choose the development environment of the system, then finishes programming tasks of each module. Harbin dynamic traffic guidance system will provide real-time traffic data and conditions for the relevant departments, and provide users with convenient operation and efficient data management services. Finally, it makes a brief summary for this paper, and future research is discussed.
