Study On The Risk Source Control Of Tianjin Port Ro Ro Terminal

It is the important foundation and key for build safety management system to manage and control the hazard, which also is significant for safety management. In recent years, the production of ro/ro terminal increased rapidly, which played an important role in all kinds of terminal production. The operational risks cause damage of people and commercial cars directly in production of ro/ro terminal, and the cargo quality safety is an important evaluation index for the development of as well as the human security. It plays a promoting role for the long-term development of automobile ro/ro terminal production enterprise to control the risk of production using the effective method of hazard management and control. However, the automobile industry is new, and the method of hazard management and control for ro/ro terminal production is rarely. So, it is essential to research on hazard management and control of production in ro-ro terminal.The theories and methods for hazard identification, evaluation and control were used comprehensively to research on hazard management and control of production in Tianjin port ro/ro terminal. Firstly, the theories and methods for hazard identification, evaluation and control were summed, and the production operation process of Tianjin ro/ro terminal was analyzed. Combined the actual conditions, the three methods were put forward including the hazard identification method based on observation and task analysis, the risk evaluation method based on LEC, and the hazard hierarchical control measures making method based on risk assessment evaluation. Secondly, the whole process of hazard management and control for Tianjin port ro/ro terminal production was designed, the production hazard was identified and evaluated, and 53 pieces of acceptable risk were established, which were classified into the risk caused by human and that caused by object. Finally, according to the risk that was identified and evaluated, the measures for hazard control in Tianjin port ro/ro terminal production were raised, including 2 pieces of measure on unsafe behavior of human and 3 pieces on unsafe state of object. And the suggestions for hazard management and control of production in Tianjin port ro/ro terminal were put forward.
