The road network capacity and network of minimum cut set corresponding relationship existed, In this paper, we used the network minimum cut tree method, and combined with traffic flow characteristics to calculate the road network capacity.based on the comparison of domestic and international network capacity research, analyzed and evaluationed the advantages and disadvantages of the current main methods, according to the core idea of the method, gived the nature of relations between various methods. Through the analyzed of network capacity define that: when urban road network to supply and demand balance, special network capacity and the generalized network capacity was consistent characteristics. studied the multiple terminal network flow model and found that the problem of traffic flow network capacity is actually a problem of the multiple terminal and multiple goods maximum network flow. Analyzed of multiple terminal and multiple goods maximum network flow model the existence of "gap"and"simultaneous" questions, transformed the traffic flow network capacity problem into multiple terminal and single goods maximum network flow problem, which solved the problem of traffic flow of new ideas for network capacity. Introduced the concept of cutting tree network flow model of the graph theory, combined with traffic flow characteristics, obtained the basic properties of the traffic flow cutting tree and the corresponding certificate, presented the concept of the main direction of the minimum cut, and further to the calculation of network capacity. This method greatly improves the efficiency of network capacity calculation for large-scale network of city. Finally, the calculation of network capacity given the importance of urban road model, with this model can get the important degrees of road which constrainted network capacity, to determine the priority of road reconstruction.
