With the economic construction developing and the urbanization running, the contradiction of supply and need is aggravating. Our nation could not satisfy the capability which is the need in communication and transportation of the city on all styles and gradations, because our total of people is large and the per-capital resource is little; the flowing congestion in transportation is the general social problem of urban management.In real life, the number of private cars sharp increasing, private cars and public transport competing for the right of way, the travel difficulties of socially vulnerable groups, inequity of urban transportation has cropped up mainly in three areas:the cross inequity of urban transportation based on the way of transportation speed and comfort; the lengthwise inequity of urban transportation based on the income, distribution, consumption differences; the inter generational inequity based on between traffic consumption, traffic pollution and environmental protection, sustainable development.Our scholars in traffic field offer many methods to solve the traffic trouble, facing the general city traffic problem. But, the almost majority scholars consist hold the viewpoint that if we want to true release and solve the trouble in our nation's transportation, we must develop the public transport system quickly. If we do that, we could realize the equity of city traffic and improve the existing condition of our city traffic.Urban public transit, as a major part of urban traffic, is to ensure that urban production, living, the normal operation of all the industres, economic and cultural prosperity. It plays an important role between urban and rural areas. If there would be no the urban public transport high-speed operation, there is no urban modernization. The optimization of the urban public transport system, not only eases the urban traffic congestion and effective measures, but also improves the urban living environment, promote sustainable urban development.The use of modern transportation planning theory and modern computing technology, the existing urban road network and public transport systems based on the ability of urban public transport system is optimized and comprehensive evaluation of the existing public transport capacity to optimize the combination, the maximum play the best benefits of the research system has become an important issue domestic and foreign scholars.This paper is based on the above basic idea, making the whole chapter dividing into five parts:The first part is the summary of the paper, mainly introducing the domestic and international background, purpose, method and meaning of this paper.Part two describes the development and the latest theory of the foreign situation of urban public transport system, followed by discussing the development of China's urban public transport situation and problems, predicting the future of humanity and the prospects for equitable development of China's urban public transportation.The third part discusses the connotation of the fairness in urban traffic, performance of urban transport and the main issues of the fairness in urban traffic, finally, discussing the factors that affect the traffic and the evaluation criterion of the fairness in urban traffic.The fourth part summaries the theory of developed countries based on the fairness of the urban transport development, and details three basic modes based on urban population size and land use development planning:The modes of public transport development that is the urban rail transit system as the main framework, supplemented by conventional public transport; The modes of public transport development that is Bus Rapid Transit (BRT) as the main framework, supplemented by other transportation; The modes of public transport development that is the backbone of the fast lane in public transport layer, supported by the general line of fast and slow development of public transport system of three-dimensional model.The last chapter that has applied system engineering and management science theory in a combination of quantitative and qualitative analysis, build urban public transportation system evaluation system of Tianshui City, Gansu Province, determined the public transport system basic framework of Tianshui City, introduced the theory of urban public transportation system optimization mathematical models and the solution method, and established the Interpretative Structural Modeling(ISM) and linear program model from the case analysis and application, analyzed the scheduling problem and the urban public transportation development program of Tianshui City, based on operation result.
