Study On Urban Agglomeration Road Passenger Transportation Comprehensive Evaluation System

At the new trend of urbanization, globalization and regionalization, transportation and utilities have also been an unprecedented development with the rapid economic development of our country and the rapid increase of urbanization. While creating rapid economic development and transport, it also brings many problems. Such as the relationship between urbanization and integration, how to effectively achieve "zero transfer, seamless" in integration of transportation. These traffic problems have caused the sustainable development of the region, especially urban agglomeration. In recent years, some economically neighboring cities have been exploring the development of city group and regional transportation integration strategy. At present, the research on evaluation of traffic integration is little especially on road passenger transport integration, so the evaluation study has important theoretical value and practical significance in the integration of urban agglomeration road passenger transport.This paper does a research on the evaluation system of the integration of urban agglomeration road passenger transportation. Firstly, to achieve objectives of the integration of urban agglomeration road passenger transport, this paper analyzes the reference which the construction mode, management system and the effects of the implementation in the process of implementing the integration of regional transportation in typical domestic and foreign countries affect the research on the integration of urban agglomeration road passenger transport, thus it proves the feasibility and value of this study. In the process of discussing the theory system of urban agglomeration passenger transport, it respectively analyzes the content and requirements of urban agglomeration passenger transport and presents the four main content of evaluation research: Infrastructure integration, operations integration, information integration, integration of policy management. According to established principles of selecting indicators, it selects 19 indicators which are subjective and objective combination and multi-level from the four evaluation content, and takes on the implementation of expert scoring and the qualitative and quantitative indicators to form the evaluation system towards objectives of evaluation. Then, introducing the concept of comprehensive evaluation, this paper uses the advantages of a combination of AHP and matter element analysis and forms a techniques system based on combination of evaluation methods. Finally, to determine the feasibility and rationality of the evaluation theory and technology systems, with the example of Chang-zhu-tan urban agglomeration which is the core area of "3+5" urban agglomeration, using indexes and data in 2008, it evaluates the integration of urban agglomeration road passenger transport in Chang-zhu-tan. The outcome shows the level of integration of urban agglomeration in this area is intermediate.This paper from the meanings and requirements of urban and road passenger transport integration starts the design of urban agglomeration road passenger transport evaluation index system, and builds the corresponding methods of evaluation, not only improves the theory of the urban agglomeration transport system, but also provides a useful reference and foundation for regional roads passenger transport policy planning and management.
