Evaluation Research On The Development Of The Integration Of Urban And Rural Passenger Transportation

As the rapid development of our country's economy and society, the speeding up of urbanization and the proposal of balancing urban and rural development was put forward, the connection and the exchange between the urban and rural areas was increasingly close and extensive, the integration of urban and rural road passenger transportation has become a necessity. To carry out the national strategic decisions and provincial work deployment, Fujian province chose the Shishi city, Xianyou county, Liancheng county, and Qingliu county as the pilot units to implement the integration of urban and rural road passenger transportation work. It needs further research on that what level of the integration of urban and rural road passenger transportation, develops, what the disadvantages and advantages are, and how to develop better in the future. Therefore, this article takes the provincial pilot units in Fujian for example to carry out the evaluation research on the integration of urban and rural road passenger transportation development.On the basis of combing up and summarizing the theory related to the development of the integration of urban and rural road passenger transportation, this article builds up the evaluation index system of the integration of urban and rural road passenger transportation development level from the infrastructure, passenger service, management level and the supporting capacity four aspects, and the development levels are divided into low, the lower, medium, the higher, and high five grades. Based on the matter-element evaluation method and analytic hierarchy process, this article establishes the evaluation model. On this basis, the empirical research is carried out in the pilot units, and the effectiveness of the evaluation model is verified. Finally, this article summarizes the common problems and their respective advantages and disadvantages according to the on-the-spot investigation and the analysis of the evaluation results.The evaluation results relatively conform to the reality, and can express the concept and connotation of the integration of urban and rural road passenger transportation. And the evaluation results can provide references for the relevant departments to promote the integration of urban and rural road passenger transportation better development, and for the realization of the equal basic public services in urban and rural passenger transportation.
