The Fourth Party logistics is defined as a integrated management of supply chain, it is the leader of the provider, the demander and the Third Party Logistics. It is not the interest part, but the entire supply chain solutions by information technology, conformity capacity and other resource, which in order to achieve more profit. The Fourth Party Logistics plays more and more important role on the development of an enterprise, which is different from traditional outsourcing. It can help companies to achieve cost reductions and the continuing transfer to real assets.According to the development of logistics and port logistics status both at home and aboard, combined with the theory of the Fourth Party Logistics, this paper analyzes the concept, the causes, characteristics, conditions, functional analysis and the distinction from 3PL, obtained several models for the development of port logistics in Qingdao Port. These models have important strategic means for port and engineers.At the practical level, on the basis of the analysis of port logistics in China, this paper analyzes the strength, the weakness, the opportunities and the challenge of the largest port in North China, Qingdao port. Then it evaluates Qingdao port's internal and external element, redefines its hinterland industrial characteristics, demand characteristics, goods, customer mix and categories by contrast. It combines with their characteristics and Qingdao port existing conditions, further to tease out several models of 4PL for Qingdao Port. They are port logistics center model, bonded logistics center mode, port back—distribution model and virtual supply chain model. To describe their functional role, process design and application effect of these models one by one in order to illustrate its typical in theory and practice operability, and strive to be the promotion of similar ports.
